what size offset do i need with 205/45/16 for my 98 civic coupe. also lowered 2.5 inchs

A 42 offset would be perfect.

42offset for what? a 16x8" wheel - no.

16x7" with 42mm offset will fit those tires perfectly and shouldn't rub at all.
