AC Blowing Cold on Floor.

1999 Grand Cherokee.
1. The AC blows cold but it rarely will come out of the vents. Sometimes it sounds like it is trying to switch over but it does not. I was going to open up the area behind the AC control panel but I cannot figure out how to get this area open. The AC either blows cold out of the bottom or it switches to blow cold out of the windshield area ) defrost. Sometimes is will come out of the normal vents and stay this way for a week or so but then returns to blowing cold out of the floor.
2. The AC keeps running after the car is shut off and the key removed. You have to move it to off to get it to stop.

Now, it is blowing out of the vents but only runs for 10 - 15 minutes at a time. Then it shuts off completely. After 10 - 15 minutes it will work again. I can't figure out where to start...is it a vacuum leak? is it something with the compressor?
