2001 Grand Cherokee Over Heating

My 2001 Grand Cherokee Is over heating while idling but it is fine while driving. The fan is not turning on. Could it be the fan or someting else?

HI, YOUR JEEP HAS WHAT THEY CALL A CLUTCH OR VISCOUS FAN ASSEMBLY THIS MEAN THE FAN HAS FULL POWER WHEN THE ENGINE ISRUNNING SLOW OR IDLEING AT HIGHWAY SPEED THE AIR FLOWING THRU RADIATOR COOLS WITH OUT THE NEED FOR THE FAN SO FAN DOES WHAT YOU CALL FREEWHEELING. SLOW IT ENGAGES TO COOL HIGH SPEED IT DISENGAGES THE ASSEMBLY IS ABOUT $14. CALLED A VISCOUS FAN ASSEMBLY AUTO ZONE DALE

it could also be the cooling fan relay that is bad.

i change my clutch 3 days ago it was about $ 50 at discount auto parts
is not easy to find the right tools to do the job (sponner wrench ) or somthing like that.
