It should not engage under 40 mph. At 40 mph and above it should be fine.

Well it should engage after about 25 mph when you hit Set Accel. I'm not sure how exaclty the cruise is set up on the 88s but it is a pain to fix and the simple solution is to use your foot.

Well then...
Your going to have to get the diagnostic procedures for the 1988. That will give you a logical step-by-step process, eliminating known good systems as you go.
I could copy you the 1996 version but that would be totally different.
You should eliminate as many suspects as possible before you dive in fully...
* Fuses not blown. Some need to be checked for current flow rather than visually.
* Wire Connectors not loose or corroded.
* Frayed wires in or near steering column (assuming the control is on the wheel or arm)
* Linkage from actuator canistor to fuel flow (carburator or injector system)
*
