Not the center console but what is called a floor console it is built into the bottom portion of the dash, and is missing a door. It is used for cd or tape storage.

what year is the Windstar?
On my 99 it is simply a cavity with no door. I always wondered what good it was since everything slides out upon acceleration.
My Star came with a factory casette deck I do not know if the CD versions had something else in the cavity for CDs

It's a 98 windstar, there is a console that fits into the open space, slides in, its used to hold either cassets or cds or just extra storage space.
