1995 Buick Centry Torques

I have removed the heads for a blown head gasket. I have the heads back from the shop and in place ready to torque the head bolts. Can someone verify the torque to be 33 ft. lbs. plus 90 degree additional turn? Also Chiltons suggests that the rocker arm studs should be replaced with adjustable studs/nuts, the machine shop says "not really".
Any words of wisdom?
