I had a 1990 Clearwater blue Range Rover County and had replaced the lower tailgate with a mint condition one. The one I took off is in good condition and only has some clear coat coming off in one spot and a little rust around the license plate srew/mounting area which is covered up by the license plate anyway. So its in great shape. I am sure whoever buys it will be sanding it down to paint again anyway. Well I can send pictures via e-mail if you like. It is on Ebay right now if you want to see it.
