When you 1st turn the key on you should be able to hear the fuel pump for about 5-7 seconds? There is also an inertia switch that is supposed to cut off fuel pump incase of an accident. I'm not sure about a 99 because mine is a 95 so I can't help much on relays or location. Did it just not start one morning or did something special happen? You can pull fuel line off just before filter (under truck on drivers side door frame on mine) to see if pump is working. Good Luck!

could be anything. need more info. was it running before? what motor? if you have spark it sounds likely to be in the fuel department.

you may want to check the fuel injectors - they may be clogged up or partially plugged

When is the last time you changed your fuel filter?
Check your air filter INTAKE as well. Both of these would cause your problem.

This site should help.

There's so much to do it's not even funny.
for starters, go with a nice intake (ie a cold air like mac performance or K&N FIPK or a K&N replacement filter), than go for a nice exhaust (Flowmaster, magnaflow, dynomax, or glass pack), ignition system (Holley, MSD), Throttle body spacer (http://ranger.racenet.net), port and polish, internals (Morana Racing), and if you got mucho dinero, you can retro fit a whipple supercharger for a 2002 ranger and get it chiped from the RIGHT PEOPLE (ie superchip.com) . There's lots in between, just check out summitracing.com, and pick up one of their catalouges.

in that case, the only thing i've heard of without spending any money is to advance the timing 3-6 degrees. I've heard it does help the top end out alot...
