Ranger Electrical Short ??

89 Ford Ranger S Model, 2.3L, 5Sp, Aftermarket Ford AC.

The old battery ran down and the truck seemed to have a short when installing a new one. I have the negative battery terminal connected and have disconnected the positive terminal of the battery and both connections to the starter relay to isolate the fusebox in the engine compartment. Removed all the fuses and tested the voltage from the positive terminal of the battery to each negative fuse terminal in the engine compartment to try and isolate the short circuit.

Read the following:

Fuel Relay: 0 V
Head Lamps: 12.48 V
Alt Pwr 2: 12.3 V
Fuse Panel: 12.48 V
Alt Pwr 1: 12.3 V
EEC Relay 11.43 V
Ignition: 0 V

I would expect all circuits to read 0 V except one that was shorted. Does this sound right or is one or more shorts in one circuit causing other circuits to have positive voltages ?? About the only other thing I can think of right now is the ignition switch on the steering column may be really messed up.

The positive terminal of the battery to the disconnected starter power cable, not the solenoid, also reads 12.48 V, I'm confused.
