94 Chevy Lumina Euro Failed Emissions

Hello,
I took my car in for Emission testing in the state of Indiana and it failed with a reading of 1.67 for hydrocarbons the standard is 0.80 It also failed in Carbon Monoxide with a reading of 21.90 the standard is 15.00. I'm wondering if a bottle of 104+ Octane booster I added to the fuel 2 days prior caused it to fail? I checked for vacuum leaks and I found nothing visibly wrong with the engine It is running smooth and no Engine lights are on. I would really appreciate any help in diagnosing this problem.

You should check the check the air filter, fuel filter etc. If like you say it is running smooth it might be the EGR valve, oxygen sensor or the catalytic converter.
