For myself, I think that making the UN the global authority might restrain some nations from rash action, but also has a down-side for human rights. The UN has gotten a lot more assertive about telling third world nations what to do, lately. For example, they will only offer food relief to a country in need if that country consents to government-enforced population control measures. The policy, to reduce it to a rhetorical device, is "We'll give you some rice as soon as you are sterilized."
