Not normally.
Its usualy something you have to ask for.
Expect to pay an extra 1/2 and 1 hours labour.
(if they want more tell them to get stuffed. It shouldn't take that long to do a valve adjustment.)

Actually if you were to service your car @ Honda, a valve adjustment IS included in the major services.

Go to a local dealer & get yourself a maintenance list.

A valve adjustment is part of the 30k mile tune up. I don't think it's neccessary to get one annually but it wouldn't hurt..
