The Horn won't turn off (Help Please)

Hello All,
I went to start my 90 Lumina yesterday and when I turned the key the horn started continuously blarring and the car wouldn't turn over (-30 outside). Soon after the battery died. Now when I try and boost the car as soon as I attach the booster cables the horn goes off and stays on and the car won't turn over? I removed the horn fuse (Much to the relief of my neighbors) and when I do the dashboard lights come on and there is a continuos ringing as if the beep that sounds to remind you of the seatbelt will not turn off? This happens even after I remove the keys and continues until I remove the booster cables and the battery dies.
Any help would be greatly appreciated.

Wow, that's crazy!
I don't even know where the horn is... if you can find it, see if you can unplug it, then put the fuse back in and see what happens with everything else. For as cold as you say it was, I'd be worried about frozen condensation inside switches and sticking relays. Hopefully when it thaws out, things will work themselves out.

That really is crazy.....I have a 92' Eurosport, but my grandma has the 90' 2.5L and we were at her house for christmas and the damn horn started going off.....I didn't know what to do but pull the horn cover off on the steering wheel that fixed it so I think the plastic on that piece just shrunk cause of the cold and pushed the contacts together....You might try taking that loose and charging it up again.....I'm shure you got it fixed allready since that was so long ago....But just incase or if anyone else has any problems like that....

just cut the lines to the horn, or pull the fuse, those are prolly ur best bets
