on my 98 neon rt, when i turn on the wipers and then try to turn them off, they don't return to the stop possition, instead they just stay where they were when i turned them off. does anyone know how i can fix this problem??

Slightly bad news, your wiper motor will have to be replaced. Everything is in the motor, no quick fixes.
