flasher location on '86 century

i can't find my flasher. I'm a novice and was told to look under the dash. I have tried removing various panels, but am not seeing anything that looks like a flasher. Can somebody please help me. Also, do I need to disconnect the battery or anything before replacing it? Thank You.
