96 Ranger 3.0

Anyone have any ideas on what the TDC ref is for this truck.
I am attempting to set the CamSensor due to hard start/poor performance.
One source said its at the 36 minus one tooth reference.
Haynes is non-specific and unsure by listing from their manual.
Ford shop manual says it's also at the minus one tooth position at the Cranksensor wheel.
Cranksensor is factory marked with 0 degrees TDC at the 5th tooth counterclockwise from the missing tooth.
I ran it through the number one at compression, seems to be slightly before the missing tooth.
Problem originally is really hard start, poor performance after complete engine and tranny swap. Code P0174 comes up only, no P0171 with it.
Checked for Vacuum leaks, shows at 12 in vacuum @ 1100 + or - 100 rpm.
Will not idle, dies when going into gear.
CamSensor syncro tool is used to set sensor, I have set it 6 times still same performance situation.
Checked for restriction at all fuel lines, none.
Plenty of pressure coming from schrader connection at fuel rail, sprayed fuel everywhere.
The engine was changed due to rod bearing problem in Number 5.
Driver thought it was amphibious in 4 feet of water.
I know the normal answer is the marking on the tailgate but other than a Ford, any clues?
