Hey, I was thinking a bout saving alot a bit of money and get koni struts and RDX coil overs. I was wondering if anybody would know anything about these RDX coilovers for a 95 - 99 dodge neon.

I don't know about the RDX parts, but Ground Control makes a very well-liked coilover setup for G1 Neons. It goes really well with Konis. :)

One thing you might consider is buying used Konis and having them revalved for your new spring rates, whatever they may be. Good luck!
