1991 accord revs up and down in nuetral

i replaced the throttle body but that didnt fix it any ideas?

try disconnecting the tps. could be a loose connection, since its not totally off if will mess up the idle but will not throw any codes.

Does it only surge when it is cold starting or does it always do it?

could be dirty injectors. Most of the time that is the problem.

Hm... u said only in neutral this happens so i dont think it is dirty injectors. i am assuming ur car is auto and it doesnt happen in park or in gear at a stop. unless u have 5 spd and this happens in neutral and in gear but pushing the clutch down then my guess is the injectors.

Last time I saw an Accord with that problem (a 92 4 dr), it was caused by a weak PCV valve hose,. The hose would collapse under the vacuum pressure and close off causing the engine to rev up and down at idle.

it can easilly be your fast idle valve that you have to adjust. i encounterd many people with this problem. PM me for directions.

but it can be PCV.....if there is a leak in it....if its clogged it wont do a tthing.

Adjust fast idle valve? Replace it, it will solve the problem.
