How do I set Top Dead Center (TDC)?

My Camshaft Position Sensor and the Synchronizer failed on my 1996
Ford Ranger 3.0L. I have the new sensor and synchronizer plus the
special install tool. The Chilton's manual says the engine's No. 1
Cylinder must be set to 10 degrees After Top Dead Center (ATDC) but it
doesn't say how to do this.

Read somewhere to manual rotate the engine but how do I do that? I see gear teeth on the lower pulley. Would I use a spanner wrench on this to turn the motor?

Any advice on how to set this or tell if it's set would be greatly
appreciated.

If it is a manual shift, put it in 2nd gear and rock the truck to rotate the engine.

If it is an automatic transmission you will need to jog the ignition switch to get it close then you can use a socket and breaker bar on the main crankshaft bolt.

Make sure the ignition is disabled when jogging the switch or rotaing the engine.

Hopefully the engine has marks to show 10 deg, on the timing indicator.
