Whiney belt

Just purchased a 1998 Intrigue.

I have noticed the belt has a constant whine, especially when the engine is reved to the higher RPMs. Also the steering seems to have some jerkyness in it. Would using some belt dressing help? How hard is it to replece the serpentine belt? Good brands of replacement belts?

Based on your description, my bet is that this is the power steering pump whining and not the belt. I have cured the whinig problem on a different car simply by changing the PS fluid:
with the car running, I used a mighty vac to suck out all of the PS fluid in the tank, then filled it back up with fresh fluid. Now turn the wheel back and forth to circulate the fluid, then drain the tank again and refill with fresh fluid. It helps to have 2 people. I did this until I used up about 3 complete bottles of fresh PS fluid and the annoying noise went away. YMMV.

The belt should be less than $20 at the store and should take about 10 minutes to changes (assuming you have some mechanical ability) so it is a simpla place to start if you still think it is the belt.

The next step after that is replacing the PS pump.
