I bought a 2004 WRX with 3 miles on it for less than $26,000.
Can anyone tell me why anyone would even consider buying a 1999 for that amount or anywhere close to that amount?? Or how anyone can imagine that he/she can sell it for anywhere close to that amount. I'm just curious.

Because the person is not in America so you're not looking at the price in American $'s

What kind of engine did that year have? same as the new ones (2.0L turbo) and is it the older body style i assume. posting pics would be helpful and maybe some specs for the engine.
