ABS Problem 1995 GLX

About two years ago my ABS would switch off occasionally. Some times at start up, sometimes when brakes were applied, and sometimes when just cruising. The ABS is now 'off' more than it is on. I literally feel the 'tap' when the abs light comes on, if my foot is on the brake.
I finally took it to the dealer a few months ago and they told me: "...Performed pinout check for left rear outlet valve. Found 7.0 ohms resistance in the valve. Spec is 3 - 5 ohms. Recommend repalcing ABS Valve Body".
Seems simple enough, but at US$1,499.99 plus labor I decided to put it off a while. My question is, Are there other things (read less expensive) that can cause this or is the valve body the only possibility? And, would there be a way of taking a unit out of a bone yard, testing, and installing?

Otherwise, my '95 has been basically trouble free.

Any recommendations or suggestions would be appreciated.

The nice folks at All European Autowerk (for you folks in the Seattle Area) took a look at the ABS system. Removed and cleaned the very fouled rear sensors and...voila, the ABS works - at a savings to me of at least $1600. They indicated that, in their experience, this is a common cause of my problem. Sadly, they also said it is common for the VW dealer to do a quick check and recommend replacing the ABS body valve (@ $1599 plus labor).

After this experience I would NEVER recommend going to the VW dealer.
