Engine cranks too long when cold.

I've have a 1990 chevrolet corsica with a 2.8 auto, AC.

The problem I have is when the vehicle is cold or ambient temp the engine just cranks. There's spark and fuel, no codes. You can cycle the key on and off in between cranks and it will start on the third time.
The engine however will start first time if you push the throttle slightly.
Once the engines running it runs great. I've been working on this car for 2 days and can't seem to find a problem with any component or circuit. I've seen this twice now and have not been able to solve the problem, it seems to affect 89,90 model years. I've been told it might be a computer perameter problem, is there an updated prom?

Any assistance would be greatly appreciated. Thanks

Maybe your fuel pressure is bleeding down after you shut it off.
