1995 Jetta sunroof

I have a 1995 Jetta with an Electric Moonroof. It has never been able to open. I checked all the fuses related to it and everything is good. When I press the button to open the roof I can hear a small electrical click but nothing happens.Can anyone tell me what might be the problem? Will I need a new motor?
