Adjusting the timing

Ok well tonight I was bored and felt like messing around with my timing. I took off the distributor cap and saw like an orange thing there with a white clip or something which looks like I have to take off to get further into the distributor. Question, How do I get that orange thingy off? and another question, Im guessing there are 2 ways I could do this, either advance or retard the timing. one would add more gas mileage and one would add more power. Which goes to which? and which way to I turn the distributor to add more gas mileage? I'm just going to try turning it in VERY little increments. Like how much should I turn? like 1/10th of a centimeter? or what? Please help me guys!

one would add more gas mileage and one would add more power.
I wouldn't even mess with it. You're talking about 2hp at the chance of fuggin up your engine then spending eternity trying to get it back to stock.
