Yes you can sipe them. Chunks of rubber may come off when you stress the lugs that you sipe, really depends on how you sipe them.

Siping basically increases the number of edges your tires have in contact with the ground. It is good for improving tire performance in water and snow. However, when doing stuff like rock crawling, the edges just make it easier for the rocks to tear off parts of your tire.

IMO - I think if siping was the best thing since sliced bread, every tire would have it. Snow tires for example have insane siping, but serious offroad tires have very little (if any at all). If you want to improve your on-road, all weather performance, I think it is a good idea. If you're taking the wheels offroad, I don't know if 'aftermarket' siping is the best solution.

It's a tradeoff for traction. Personally the craziest set of tires I saw were some Boggers with siping all through the chevrons (basically two paddles on a Bogger). Looked like they could climb trees and paddle through mud with that setup. They also couldn't expect more than two years max on those tires.

"Chevron" is not a word for a lug, it's merely the shape of the lugs on the TSL and SSR tires. Look at a Chevron Gas Station sign sometime, it's shaped like a chevron. Boggers don't have any chevron shaped lugs.
