1992 Buick Skylark starting problems

1992 Buick Skylark 3.3 engine. The starter won't crank over when turning the key to the start position. But I can get it to crank over and start the engine if I apply power to the small electrical connector on the starter solenoid. What I did was connected a jumper cable to the positive post on the battery and then touched the other end of the jumper cable to the small connector on the solenoid. Starter cranked over and the engine started.

I checked the power going to the small connector on the solenoid when the key is put in the start position and its around 11 volts. I'm not exactly sure what the voltage should be at that connector when the key is turned to the start position but I would think 11 volts should do something.

I don't understand why the starter won't crank over when putting the key in the start position but it will if I apply power to the small connector on the solenoid. Any ideas what might be wrong? Anyone see this type of problem before?

The problem ended up being the ignition switch.
