Start/Fuel Pump Keeps Blowing

I've got a 2001 Dodge Stratus with a 2.7L engine.

Every once in a while, the starter/fuel pump fuse blows when I try to start the car. I turn the ignition, there's a click, and nothing happens. At first, I could get away with just replacing the fuse, every two or three starts, but then it just blew every time.

A while ago, I took it to a mechanic and he found that the plastic components inside the fuel pump relay had melted. He replaced the relay, and everything was fine for a few months. Now I've got the same problem. I've replaced the fuse, and the relay, and it still blows every time.

Here's the kicker. When I had it towed to the mechanic, he just replaced the fuse and it started fine! Everything checked out, and he couldn't get the fuse to blow afterwards!

Any ideas??
