97 express won't start, no check engine light

Hi:
I have a 1997 Chevy express van that won’t start.4.3 v6 the van was parked for close to 2 years and started every couple months there has been no problem till now. There is full charge on the new battery, when I turn the key the gas gauge is pinned past full and the check engine light does not come on. Fuel pump has no power for 2 seconds, the fuel pump runs if I put 12v to control side of fuel pump relay [changed fuel pump earlier] there is no power to EGR valve ,and no spark at the plugs. I was told it could be a pass lock problem. I have no security light on the dash I tried the key on 10 min key off 5 sec etc. nothing. All fuses are good inside the fuse box drivers side kick panel .Under the hood the relay center checked all the fuses are ok, and cleaned the positive side of the box connection to the relay center. I checked corrosion under the fuse center and looks clean there are no broken wires. I also put a scanner on and it would not connect or link. It works on my other cars ok. I am out of ideas heeeeelp. What would be next step? Is it a security issue? VCM? PCM? ICM? Where would you check for power to the VCM? I have a wire diagram. It’s hard to tell which wire and which plug is for power to the VCM. I have been at this for 3 weeks, I was told it could be the ICM. I need a location for these units, and where to check for power to these units.
Any suggestions would be greatly appreciated

No spark and no 2 second prime up and no scanner power up = more or less lose of 12 volt power to ign and fuel pump and data link connector and or VCM.

The security system if it has one only cuts off injectors after a 2 second run.

Get a good wiring diagram and voltohm meter and check for lose of 12 volt power and or ground on all key on circuits.
Starting with battery cabels and fuse box and ign switch and on to VCM computer and data link connector.
On fuse check always check for power on both sides key on.
A fuse can not work unless power to it and threw it.
Let us know how it goes.

I have checked both sides of all fuse with test light,and also a meter all good.To check for ground can I pull ea fuse, and go with meter pos to device side of fuse panels with out shorting out ecm vcm ect.I have power to all fuse both sides every thing works in van lights, heater,signels,radio,ect.but not engine componets,egr.12v to fuel pump relay but no power to control side of relay,pump will run ok if I put power to control side,relay ok,wireing to pump ok.when key is first turned on all lights on dash come on,except check engine light does not and should.no spark, how or were to check for power from IGN to vcm,data link ect.Thank you for taking the time, I hate elect problems

I have checked both sides of all fuse with test light,and also a meter all good.

Proced on to checking for power on all ign run circuits.

I fixed these problems it was the VCM or ECM driver’s side under the brake booster. In hindsight the first thing I should have looked for is to see where the two pieces are joined together, if appear to be split. I live in Manitoba Canada and I guess with our weather extreme hot and cold water gets into the seam of the module and splits the case open 1/2inch or more, letting water and dirt into the electronics. No wonder I had so many issues .I was lucky I have a parts van same year same motor I took module out of this van. This module although working is well on its way to do the same thing as the old one. Case started to split 1/8 inch in the front seam .I blew it out with air and sealed it with silicone .I will end up replacing it with the new one .when I do I will silicone the new one so water can’t get into edges and split open again. I HAVE TO WONDER IF THIS HAPPENS OFTEN. Two vans splitting two VCM cases. I would like to know if gm is aware of this or if any service bulletins etc. I am mad I could fix there very poor engineering with 20 cents worth of silicone. I hope this post helps some one else I looked all over the net about these problems and found bits and pieces. But the amount of issues pointed straight to VCM/ECM .I spent 3 weeks checking power grounds etc, totally sucks. If anyone knows of any service bulletins please post back .I need ammo to try to get a break at gm for the module. Or if anyone has a cheaper solution let me know.

Check you local parts places Most can get rebult ones.
TSB only give known problems and how to fix but do not pay on parts.
Only recalls furnish parts and labor.

thanks mt-2500 picked up new vcm today at local junk yard from 97 blazier lookes like new. the unit i took out of my parts van started to split open. will change out with this one now the van is running .and if it wont start will know new unit wont work payed 20 dollars got nothing to lose.will use the old one that is working now for a spare.only problem I have now is I have had 2 fuel pump relays quit working and noticed the last one was getting warm ,and fuel gauge wont go past 1/4 tank.I am going to replace fuel filter.see if this helps.and also when at junk yard got hand full of relays. if I have another relay go bad i will change fuel pump agin may solve both problems.will post back.thanks if you can offer any other advice I would like to hear it.thankyou
