If I put on new rotors and pads, is there a need to have the rotors turned ?

No, not if new. Also most places will not turn rotors anymore, it is almost like you get new ones when old ones go bad.

Brand new disk and drums are already turned at the factory. They are ready to install and use.

Manufacturers start to recommand to NOT turn the disk anymore. The reason is simple: if you need to turn them it mean you got damage. turning them make them thinner and often go thinner than the minimum thickness required. Turning place do not check that often so it's a safety issue.
