The nice thing about doing it in Illustrator is it's resolution-independent. (Means, you can print it as small or as large as you like with no loss of quality.) Both programs have their strengths and weaknesses, but Illustrator's better for this particular type of drawing. I'm much better/faster at Photoshop though. All the kids color their own cars, and while they do, she assembles the already-colored ones.
